Spending On The Wrong Things
Buffalo Superintendent James A. Williams, urging the city council to pressure labor groups to consider concessions, said yesterday that the school district works under a "broken" financial model. Spending so much of the school system's $746 million budget on paying 100% of health care premiums for employees, retirement incentives for people who would be retiring anyway, and overtime for some administrators leaves little to be spent in classrooms, Williams said.
"That's a lot of money. But with the structural problems we have, in my opinion, it's being spent on the wrong things," he said.

UPDATE: Scott Elliott, of the Dayton Daily News, thinks back to Williams' days as superintendent there, noting that the superintendent ended up taking a beating from the teachers unions on similar issues. It will be interesting to see whether he emerged smarter, stronger, faster, etc. from the experience.
