The Politics of Implementation

It is 6:45 a.m., which means that under the new bus schedule rolled out by the city's Department of Education today to save $20 million, some lucky NYC kids have been sitting on the bus for an hour and 15 minutes already. Good God. David Andreatta notes in the Post that one bus pickup in East New York was moved back from 7:23 to 5:28 a.m., that kids as young has 5 have been given Metrocards and left to fend for themselves, etc.

Probably not the best time for this corporate-inspired cost-savings, considering the DOE is making an all-out press to win support for its latest massive reorganization plan. The image of little kids standing at bus stops at 5:28 a.m. just doesn't help sway people, especially if they think these are the kinds of goodies that entrepreneurial thinking will get them in Children First Part 4.
