CFE: Padding The Upstate Payrolls?

Interesting post on Room 8 by Larry Littlefield, who notes there is an awful lot of hiring going on in school districts outside of New York City right now. He's got a lot of numbers from the state Department of Labor's Current Employment Survey Data to make his case.

His theory, which makes sense, is that non-NYC school districts are hiring like crazy in preparation for any "hold harmless" provisions that will be included in the eventual CFE settlement, which promises to pump all sorts of new cash into NYC. Spend like mad, so you are allowed to keep spending once CFE rolls through the Legislature.

Brilliant.
