Teaching To The Test

If everyone hates teaching to the test so much, why does so much teaching in NYC seem to slow to a halt once testing is done in April? It would seem that you could still do an awful lot in two months, no? Or is the idea to end the school year with the same whimper that usually marks the first two months of school?
