Biographies
BILL PHILLIPS
Mr.
Phillips is the president of the New York Charter Schools Association (NYCSA).
Mr. Phillips oversees the operations of NYCSA and maintains a daily
focus on advocacy initiatives. He is also a member of the executive
committee of the Charter Schools Leadership Council, a national charter
school advocacy group.
Mr. Phillips
served in business development leadership positions with Beacon Education
Management
and SABIS Educational Systems. He also served
as a school board member in Massachusetts and, during his tenure, founded
a regional charter school in Foxboro.
Mr. Phillips earned his
Masters in public administration from George Washington University and a
Bachelors of Science from Lehigh University.
PETER MURPHY
Peter Murphy is
the Director of Development and Policy for NYCSA. In this capacity, he is
responsible for new charter school development and recommending policy
positions on legislative and related issues. Prior to joining the
Association, he served as Vice President of the New York Charter School
Resource Center where he assisted dozens of charter school applicant
groups in securing approval to operate new charter schools. Mr. Murphy
also served as a Vice President of the State University of New York’s
Charter Schools Institute where he oversaw the application review and
approval process for the University Board of Trustees.
Mr. Murphy
previously held positions in the Executive Chamber of the Administration
of Governor George E. Pataki, where he helped develop the state’s charter
school law; the State Division of the Budget; and the State Senate Finance
Committee. Mr. Murphy presently serves as a trustee on the boards of the
Brighter Choice Charter Schools and the Henry Johnson Charter School in
Albany. He previously served as president and vice-president at his local
school district's board of education.
Mr. Murphy
earned a Masters degree in Public Administration from the Rockefeller
College of the State University of New York at Albany, and holds a
Bachelors degree in Economics from the University.
